On Tuesday, December 1, 2020, at 10:55 AM, Officer from the Banning Police Department were dispatched to a shots fired call at Repplier Park located in the 300 block of West George Street in the City of Banning. Once Officer arrived on scene, they located several shell casings near the park, confirming a shooting took place.

Members of the San Gorgonio Special Operations Regional Gang Task Force (Region 2) responded to the scene and took over the investigation. Gang Task Force Officers located two victims from the shooting, however, their names will not be released at this time. The victims were not struck by the gunfire; however, one of the victims sustained minor injuries during the incident, but did not require medical attention.

Gang Task Force Officers interviewed several witnesses at the scene. Witnesses described that a vehicle occupied by two males arrived and had a confrontation with two male bystanders at the park. The two occupants exited their vehicle and began shooting at the two bystanders.The two bystanders ran and were able to escape the gunfire. Additionally, two unoccupied vehicles were struck by the gunfire during the shooting.

Gang Task Force Officers then conducted a search of the area, where they obtained video surveillance of the shooting. Gang Task Force Officers were able to positively identify the suspect’s vehicle. As the investigation continued, Gang Task Force Officers also obtained evidence that positively identified the suspects in the shooting. The first suspect was identified as Ronald Carter Sr. a 42 year old resident of the City of Banning. The second suspect was identified as a 17 year old resident of the City of Banning. The 17 years old suspects name will not be released due to his age.

On Thursday, December 3, 2020, at 4:PM, a search warrant was served by the Riverside County Sheriff’s Department Emergency Service Team at Carter’s residence located in the 1100 block of North Hermosa Street in the City of Banning. Carter was at the location and was arrested. The 17 year old suspect is still outstanding at this time.

Additionally, Gang Task Force Officers were able to confirm that the shooting was an isolated incident and there is no threat to the public’s safety.

Carter was booked into the Larry Smith Correctional Facility for the following charges.

  • Attempt Murder
  • Assault with a Deadly Weapon
  • Negligent Discharge of a Firearm

The Riverside County Gang Task Force is a collaborative effort of several law enforcement agencies with the goal of combating criminal street gangs. The San Gorgonio Special Operations Regional Gang Task Force is one of six teams which compose the Riverside County Regional Gang Task Force. The San Gorgonio Special Operations Gang Task Force is staffed with members from the Banning Police Department, Beaumont Police Department and Riverside County Sheriff’s Department.
