On Monday, September 5, 2022, at 8:28 PM, deputies assigned to the Lake Elsinore Station were dispatched to a call of an unresponsive male in the 33100 block of Windward Way in the city of Lake Elsinore. Upon arrival, it was determined a 34-year-old male was deceased. The case was immediately assumed by the Riverside County Sheriff’s Department Overdose Death Investigations and Narcotics Unit (ODIN), as it was determined the decedent, Jacob Soto, was a victim of Fentanyl poisoning. Over the next several months, the investigation was relentlessly worked and a suspect, James Dylan Hall, a 36-year-old male resident of Lake Elsinore, was identified as being the suspect responsible for selling the Fentanyl that killed Soto.

On Wednesday, November 30, 2022, members assigned to the Lake Elsinore Station’s Special Enforcement Team (SET) located Hall in the 21600 block of Grand Avenue in the city of Wildomar and took him into custody without incident. Hall was later booked into the Robert Presley Detention Center for homicide. This investigation is ongoing and anyone with additional information is encouraged to contact Master Investigator Robert Cornett at 951-955-1700.

The Riverside County Sheriff’s Department wants to remind citizens of the dangers of illicit narcotics, many of which may contain Fentanyl. Fentanyl is a synthetic opioid that is 100 times stronger than morphine and can cause death or serious bodily harm.
