On 01/28/2020, the Hemet/San Jacinto Valley Gang Task Force, Hemet Police Department ROCS Team, and members of the Riverside County Anti-Human Trafficking (RCAHT) Task Force conducted a “John” and prostitution sting in support of the statewide Operation Reclaim and Rebuild 2020. Operation Reclaim and Rebuild is a multi-day statewide operation designed to impact the crime of human trafficking by targeting the supply, demand, or organizational structure of entities involved in the trafficking of people. In doing so, the Anti-Human Trafficking Task Forces throughout the State of California hope to identify and rescue commercially sexually exploited victims of human trafficking. In addition, the goal is also to obtain information from the victims that can be utilized to identify and apprehend other suspects responsible for their exploitation and trafficking. Operation Reclaim & Rebuild is timed to coincide with National Human Trafficking Awareness Month and serves as a reminder that human trafficking will not be tolerated in California.

During the operation in Hemet, investigators placed decoy advertisements on popular classified advertisement websites commonly used for the solicitation of prostitution. These investigators then responded to prospective customers who replied to these advertisements. Once an agreement for prostitution was brokered, the customers were arrested upon their arrival at a meeting location. Concurrently, other investigators negotiated agreed upon sexual acts of prostitution based upon otherescort advertisements that were posted online in the area. In these instances, females who responded to the undercover officers posing as customers were directed to meet, at which point they too were arrested.

During the operation, investigators made contact with an adult female believed to be a victim of sex trafficking. The initial investigation led investigators to believe this subject was being forced to engage in acts of prostitution against her will. The identity of this victim will not be released pursuant to state confidentiality laws. This victim was referred to victim services for assistance as the investigation into her sex trafficking continues.

The Hemet/San Jacinto Valley Gang Task Force has been in existence since April 2006. The Law Enforcement Agencies within “The Valley” have been working together since this time on a daily basis. The Hemet/San Jacinto Gang Task Force is comprised of members from the Hemet Police Department, Riverside County Sheriff’s Department, Riverside County Probation Department, and the California Highway Patrol. The Hemet/San Jacinto Valley Gang Task Force operates in the Cities of Hemet, San Jacinto, and the unincorporated areas of Hemet. The law enforcement leadership within the valley meets regularly and coordinates the Hemet/San Jacinto Valley Gang Task Force activities. Since the formation of the task force, leadership has recognized the importance of working together to provide the highest level of service for the citizens within the Hemet/San Jacinto Valley.

The Hemet/San Jacinto Valley Gang Task Force is one of five teams comprising the entire Riverside County Regional Gang Task Force, which is a collaborative effort of various law enforcement agencies with the goal of combating criminal street gangs.
