The Sheriff, on behalf of the County of Riverside, is applying for Justice Assistance Grant (JAG) funds available through the U.S. Department of Justice, Office of Justice Programs’ Bureau of Justice Assistance. The JAG grant program allows states, tribes, and local governments to support a broad range of activities to prevent and control crime based upon the jurisdiction’s identified needs and conditions. JAG was created by President George W. Bush to replace, the Edward Byrne Memorial Formula Grant and the Local Law Enforcement Block Grant. Unlike the Local Law Enforcement Block Grant, JAG requires no local match but does require grant funds to be maintained in a separate trust fund. Jurisdictions are awarded a specific allocation based upon a formula that incorporates population information and Part I violent crime data reported to the Federal Bureau of Investigation.
2021 marks the eighth year the County has received the designation as a disparate area. A disparity exists when a county and multiple municipalities within that county are all eligible for direct awards, but the sum of the awards for the individual municipalities exceeds 400 percent of the county’s award amount. Jurisdictions certified as disparate must identify a fiscal agent that will submit a joint application for the aggregate eligible allocation on behalf of all the disparate municipalities. The joint application must determine and specify the award distribution to each unit of local government and the purposes for which the funds will be used. The Sheriff will act as the fiscal agent on behalf of all the eligible jurisdictions.
The 16 eligible jurisdictions include Riverside County and the cities of Banning, Beaumont, Cathedral, Corona, Desert Hot Springs, Hemet, Indio, Jurupa, Lake Elsinore, Menifee, Moreno Valley, Palm Springs, Perris, Temecula, Riverside. All eligible jurisdictions in the County have agreed per Inter-Local Agreement/MOU to reallocate the published JAG formula allocations to provide 10% of their JAG formula allocations to the County to act as the fiscal agent. These funds will be used to offset administrative costs.
The fiscal agent will submit the joint grant application; prepare and submit quarterly financial, performance, and annual programmatic reports; prepare and submit Federal Funding Accountability and Transparency Act (FFATA) reports; conduct a budget review and coordination of all pass-through amounts to the eligible jurisdictions. The County will release grant funds on a reimbursement basis up to the jurisdiction's adjusted grant allocation based on the documentation of eligible expenditures.
JAG provides supplemental funding for law enforcement activities in addition to prosecution and court programs, corrections, and community corrections programs not currently available with local funding. Eligible purchases include equipment and supplies, retention of previously grant-funded key personnel, pay for overtime for special enforcement projects, or backfilling sworn vacancies. JAG formula allocations and reallocations are summarized on the following schedule by jurisdiction:
