On February 7, 2020, at approximately 11:30 p.m., Riverside Sheriff’s Department S.T.R.E.E.T received reports of vehicles involved in illegal street racing in the area of Ethanac Rd. X Goetz Rd., city of Perris. Deputies assigned to S.T.R.E.E.T. arrived in the area and immediately located two vehicles travelling at a high rate of speed side by side engaged in what appeared to be a speed contest. The deputies were able to stop both vehicles without any collisions or incident within a short distance.
During the ensuing investigation into the alleged speed contest, deputies discovered the passenger in one of the vehicles was a 14-year-old male Hispanic resident of Perris, and that his adult brother was the driver of the other vehicle involved in the speed contest. It was later learned that the adult brother had allowed the 14-year-old to be a passenger during the speed contest, and that the adult driver of the vehicle he was in was also aware that he was a juvenile. The juvenile was not injured during the speed contest and released to his mother.

Arrested for child endangerment and being involved in a speed contest were Jose Anastacio, male Hispanic, 20, and John Rivera-Gonzalez, male Hispanic, 20, both residents of Perris. Anastacio and Rivera Gonzalez were booked at the Robert Presley Detention Center, with bail set at $35,000.
