On April 20, 2023, at approximately 2:00 PM, Southwest Station deputies responded to the 31000 block of Manford Drive, in the unincorporated area of Winchester. Deputies learned an adult male contacted a female juvenile while she was alone riding her bike. The male used his vehicle to block the intersection in a residential area and began questioning her. The male asked the juvenile several inappropriate personal questions which made the juvenile extremely uncomfortable. The juvenile was eventually able to ride away on her bike and fled to a nearby shopping center where she called her parents for help.

The Southwest Station’s Special Enforcement Team (SET) assumed the investigation. The juvenile was able to provide a description of the suspect and his vehicle, a gold four door sedan. Through investigative leads, and use of video surveillance, members of SET positively identified the suspect vehicle as a 2005 gold four-door Mercedes sedan. The suspect was identified as the registered owner, Isaac Bragg, who is a 43-year-old resident of Hemet. Bragg is a registered sex offender and on federal probation for sex trafficking of a minor.

Based upon the investigation, it appears Bragg was attempting to recruit this juvenile for purposes of sex trafficking and violated the terms of his probation. On April 25, 2023, Bragg was located in his vehicle near the 22000 Block of Soboba Road, in the City of San Jacinto. He was taken into custody without incident. Deputies conducted a search of Bragg’s vehicle and residence, which resulted in locating items of evidentiary value to support his actions of sex trafficking.

Bragg was booked into the Cois Byrd Detention Center for annoying / molesting a juvenile, along with the additional felony charges of false imprisonment, human sex trafficking of a minor, and annoying / molesting a child with prior convictions. He is currently being held on $1,000,000 bail. Federal authorities have also been notified and are working with the Riverside County Sheriff’s Office reference his probation violation.

The Riverside County Sheriff’s Office believes there may be additional victims and is seeking the public’s assistance. Anyone with information related to similar incidents involving Bragg is encouraged to contact Sergeant Josh Hephner of the Southwest Station at (951) 304–5087.
